Abstract

Tujuan: Penelitian ini bertujuan untuk menganalisis pengaruh adat dalam kehidupan perempuan masyarakat adat Suku Ravenirara terhadap keterwakilan perempuan di kursi legislatif DPRD Kabupaten Jayapura. Hipotesis utama penelitian ini adalah bahwa norma adat dan budaya patriarki masih menjadi hambatan utama partisipasi politik perempuan, meskipun kebijakan afirmatif secara formal telah diterapkan.


Metode Penelitian: Penelitian menggunakan metode hukum normatif-empiris dengan pendekatan konseptual, dilaksanakan di Distrik Ravenirara, Kabupaten Jayapura. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi dengan informan yang terdiri dari perempuan Suku Ravenirara, tokoh adat, anggota DPRD, serta pemangku kepentingan lokal. Analisis dilakukan secara kualitatif melalui tahapan reduksi, penyajian, dan penarikan kesimpulan.  


Hasil dan Pembahasan: Hasil penelitian menunjukkan bahwa keterwakilan perempuan masih sangat rendah, dipengaruhi oleh persepsi negatif masyarakat adat terhadap kepemimpinan perempuan serta lemahnya dukungan regulasi lokal. Keberadaan kebijakan nasional belum sepenuhnya efektif tanpa dukungan perubahan paradigma di tingkat komunitas adat.


Implikasi: Penelitian lanjutan disarankan untuk memperluas cakupan pada komunitas adat lainnya dan mengkaji lebih dalam peran faktor struktural dalam partisipasi politik perempuan.
